FBI: International's season 4 premiere had a lot to do in its hour run. "A Leader, Not a Tourist" introduces the audience to Jesse Lee Soffer's Wes Mitchell, an agent who works alongside the Fly Team to track down the gunmen who shot his partner, Mike. They'd done so in Los Angeles and then fled to Budapest, so Wes came hot on their heels.

Wes is like a bull in a china shop which sets Smitty on edge but Cameron Vo was trained by him in Seattle so she has insights into Wes' character that the others don't. It's because of this that she extends an invitation for him to join the team after they apprehend the man who led the operation that got Mike shot and killed.

He, however, questions why Vo isn't presenting herself for the position to lead the team. Their current leader, who assumed the role after Scott Forrester's departure, isn't a good fit. He cares more about getting his picture taken and hanging it on his wall then being a true part of the team. Wes has seen Vo in action, he knows her character and her drive to seek justice, she is fully capable of leading but, as she explains, it's not her time yet.

Vo doesn't have the rank that would allow her to step up and become the Fly Team's leader. She's not a GS-14 nor is she a Supervisory Special Agent...yet. That last bit is very important because Vo does see herself in a supervisory role one day. It's a goal of hers, one she has no doubt she'll meet but, in the here and now, she's aware that what her team needs is Wes.

Yes, he's a loose cannon. He's coming off of the death of his partner and an ill-timed break up by his girlfriend. In the field, he baits suspects and can be a hothead. But Wes actually cares about the job they're doing and throws his all into casework even if it means getting written up or having to face the music for the actions he takes. To Vo that's better than what they have now in a supervisor. Watch the scene below:

As FBI: International season 4 continues we'll see more clashes between Smitty and Wes as he adjusts to how things are done abroad and routinely flouts the rules. But Tank is set to give him the okay, so if the Fly Team's beloved dog finds him to be alright, the rest of the agents should follow suit at some point.
